That's a reindeer, some activists in Norway put these deers by the road to remind people of the high risk of road crossings in the mountain. They protested against the huge numbers of reindeer's that are killed every year by traffic and thought this would be a good way to remind people.

That's from Finland, and we ain't got no cariboo in here. And apparently nobody propped the reindeer up, it just froze to death and stayed upright. As you can see it's innards are slowly piling downwards.
