Classic series. Actor's name is Matthew Holness (and Dean Learner is played by Richard Ayoade - Learner's his producer name, along with Thornton Reed).

Best episode imo. Except maybe the Apes of Wrath.
Btw, this isn't the telekinesis one. Plus, this eps already up.
