Also, either that guy has humongous hands, or everything he's using is extremely small. The pan, wooden stick, container. only the glass looked like it was about correctly sized.

ITS NOT ICE!!!! Its just a supersaturated liquid.

supersaturated solution: a solution that contains more solute than it would if the dissolved solute were in equilibrium with the undissolved solute.

By heating the water you can dissolve more solute than if it was at room temp. Letting it cool slowly keeps more solute (sodium) in the solution than it would hold if it was dissolved at room temp.

You can do this with table salt or sugar.
