hmmm, let's think about this. you take a shower, wash ur dick, put on clean or somewhat clean underwear and leave your dick alone until you piss. meanwhile, you get in the car, or bus, or subway or whatever, deal with money, touch handles, rails, phones, people, and hundreds of other things in a few hours time, BUT!!!!, your dick somehow dirtier than your hands. It has always seemed to me that washing your hands before you piss would make more sense.
