Similar technology is already been used. Not to serious harm people but for harassment purpose. I have seen them being use so I can tell ya this is not like Star War tech. Some people/organisation is already using them, for their own benefits, and hard to detect dirtiest tricks, unfortunately I can't tell you who or what.

You cant have a "death ray" the energy source for that kind of weapon would be mounted on a tank, or a jet.

The weapons of the future are Gauss rifles magnetic accelerated projectile weapons.
