liberty, ky. (ap) - a casey county man has been convicted of using cash and whiskey to buy votes in a school board election.

jurors deliberated 30 minutes wednesday before finding joe ellis guilty on four felony charges of buying votes. they recommended ellis serve only the minimum prison sentence of one year. he had faced up to 20 years in prison.

ellis gave pints of ancient age whiskey and $5 bills to stella johnson's son and daughter and a friend during a meeting the day before the november 2004 election, according to testimony during the trial.

police said ellis was trying to buy votes for the losing school board candidate, sheila elliott. police said elliott had no involvement in the scheme.

washington (afp) – men who voted for republican john mccain in last year's us presidential election saw their testosterone levels fall significantly when they learned he had lost to barack obama, a study showed thursday.

saliva samples collected from 163 men on the evening of the election showed that voters for both mccain and obama had similar testosterone levels when polling stations closed on the east coast, but the levels in mccain backers fell when obama was announced as the winner.

by contrast, testosterone levels among men who voted for obama remained stable. taking into account the fact that polls shut and results were announced at night -- a time when men's testosterone levels usually decline -- the study said the level was equivalent to a rise.

"political elections are dominance competitions. when men win a dominance competition, their testosterone levels rise or remain stable to resist a circadian decline; and when they lose, their testosterone levels fall," said the study, published online by the public library of science (plos one).

supporters of mccain or libertarian party candidate bob barr -- who the study noted didn't have a hope of getting elected -- showed "significantly larger testosterone decreases" than obama supporters from the time when polls closed to 40 minutes after obama was declared the winner.

paris (reuters) - europe's main human rights body will vote next week on a resolution opposing the teaching of creationist and intelligent design views in school science classes.

the council of europe's parliamentary assembly will debate a resolution saying attacks on the theory of evolution were rooted "in forms of religious extremism" and amounted to a dangerous assault on science and human rights.

the resolution, on the agenda for october 4, says european schools should "resist presentation of creationist ideas in any discipline other than religion." it describes the "intelligent design" argument as an updated version of creationism.

anne brasseur, an assembly member from luxembourg who updated an earlier draft resolution, said the vote was due in june but was postponed because some members felt the original text amounted to an attack on religious belief.

only minor changes have been made to the initial draft.

"there are different views of the creation of the world and we respect that," she told reuters. "the message we wanted to send was to avoid creationism passing itself off as science and being taught as science. that's where the danger lies."

the council, based in the eastern french city of strasbourg, oversees human rights standards in member states and enforces decisions of the european court of human rights.

if passed, the resolution would not be binding on its 47 member states but would reflect widespread opposition among politicians to teaching creationism in science class.

montenegro votes on independence

the montenegrin prime minister milo djukanovic has campaigned 10 years to restore the country's independence lost in 1918. his camp claimed victory on sunday night in the vote to decide whether the country should dissolve its union with serbia.

his camp had secured 55.5 percent, slightly above the 55 percent threshold set by the european union for the independence drive to be accepted. official results, however, are not yet due until later on monday.

milo djukanovic, addressing supporters of his independence drive, said: "tonight, with the majority decision by the citizens of montenegro, the independence of the country has been renewed."

awaiting official results, predrag bulatovic, leader of the opponent campaign, refused to concede defeat although he admitted trailing by nearly 10 percent.

if montenegro splits from serbia it would be the final divorce among the six republics of former yugoslavia, which began to fall apart in bloodshed in the early 1990s.

if upheld, as appeared likely, the result will dissolve a partnership with serbia going back to 1918 in various forms.

however, if the vote for independence was to slip below the 55 percent threshold, the eu has said that the independence drive would have failed.

free liquor handed out by village politicians to win votes in india's largest state has killed 19 people and blinded others over two days, and some was laced with insecticide and other chemicals, officials said friday.

five people died overnight and 20 others fell ill in gorakhpur, 250 kilometers (155 miles) southeast of uttar pradesh's state capital, lucknow, government spokesman narendra sinha said.

similar incidents killed 14 in two other uttar pradesh villages on wednesday, said c.n. upadhaya, joint commissioner of the department that monitors liquor production and sales. village council elections are under way in the state.

upadhaya said one politician who allegedly mixed pesticide with liquor to increase its quantity had been arrested and charged with attempted murder. he could face up to 14 years in prison if convicted.

other arrests were being made, upadhaya said.

the accused politicians could not be reached for comment.

politicians in parts of india offer gifts like liquor to win votes. but liquor is expensive, so it is often mixed with chemicals to increase its volume. sometimes cheap, illegally made brews are used.

the latest giveaway "was a free-for-all," sinha said. "villagers came in hordes to have free liquor and food. within hours, people started vomiting."

"at least 28 people were taken ill, and five of them have turned blind" from the tainted liquor, said r.b. agarwal, a doctor in bijnore village.

uttar pradesh's top bureaucrat, chief secretary r. ramani, said the government would crack down on illegal distilleries in rural areas.
