today, the united nations committee on torture has urged the united states to close guantanamo bay and their secret jails, saying they violate international law.

it asked the us to relocate the prisoners held at these locations and to either give them a fair trial or release them.

washington should however make sure that the released prisoners would not be returned to any state where they could face a real risk of being tortured.

the un also asked the us to disclose the locations of secret prisons, thought to be in eastern europe and northern africa. a delegation of 30 officials, send by the us government to geneva to attend the hearing by the committee, however refused to answer any questions pertaining to secret facilities.

the un panel urged bush not to allow the use of any interrogation techniques that constituted of torture of foreign detainees at guantanamo and other secret facilities.

although the us officials claimed that the cases of abuse were incidental, the panel believes the torture to be systematic, saying that there have been “reliable reports of acts of torture or cruel, inhuman and degrading treatment” by us military personnel.

reports by the us officials, stating that those who indeed mistreated and abused foreign terrorist suspects were prosecuted and convicted, did little to change the panel’s position.

furthermore, the us has repeatedly stated that it believes that the normal conventions regarding torture do not apply in this long-time war on terrorism. the panel however, says that the total ban of torture applies both in times of peace and war.

human rights groups have welcomed the un panel’s report and have expressed the hope that the us will rethink its policies.

the panel has asked the us to report back in a year.

china urged all sides involved in the dispute over iran's nuclear program to remain calm and show restraint.

"we indeed think the iranian nuclear issue is at a crucial stage," foreign ministry spokesman qin gang told a regular briefing.

"we hope all parties concerned can keep calm, exercise restraint and create favorable conditions so as to properly resolve this issue."

a day ahead of a deadline from the united nations security council for iran to freeze its uranium enrichment program, qin reiterated china's position that it hoped the issue could be resolved through dialogue.

"we maintain that this issue should be properly handled through diplomatic means and negotiations, which is in the interests of all parties concerned and is also conducive to international and regional peace and stability," qin said.

"to achieve this goal, we hope relevant parties concerned can exercise restraint and create favorable conditions for the resumption of talks and not do things that will escalate the situation."

qin refused to answer a question on under what circumstances china would be willing to use sanctions against iran.

he advocated resolving the issue through the international community, including the security council and the un atomic watchdog, the international atomic energy agency.

russian foreign minister sergey lavrov called on iran yesterday to halt all uranium enrichment activities, saying the international community is demanding "urgent and constructive steps" from tehran to ease concerns about its nuclear program, the itar-tass news agency reported.

"iran must heed the call to stop work linked to uranium enrichment," the agency quoted lavrov as saying a day after a meeting in moscow of diplomats from the five permanent un security council members plus germany.

"all participants in the meeting agreed that urgent and constructive steps are demanded of iran in response to the decision of the board of the international atomic energy agency [iaea]," which has called on tehran to stop enrichment activity, lavrov said.

but lavrov said no decision had been adopted at the meeting, echoing a top us diplomat who said the envoys who met for nearly three hours on tuesday evening recognized the "need for a stiff response to iran's flagrant violations of its international responsibilities" but failed to reach agreement on how to proceed.

after the meeting hosted by the russian foreign ministry, us undersecretary of state nicholas burns said that the possibility of sanctions had been discussed but indicated that further talks would be needed.

discussions were expected yesterday during a meeting of envoys from the g8 nations.

"iran's actions last week have deepened concern in the international community and all of us agreed that the actions last week were fundamentally negative and a step backward," burns said. "so now the task for us is to agree on a way forward."

burns gave no specifics as to the type or timing of sanctions and he refused to say whether russia had softened its opposition to sanctions against iran.

washington, june 5 (upi) -- a republican u.s. senator who also is a physician is seeking to ban cigarette smoking and other tobacco use.

sen. tom coburn, r-okla, a staunch free-market conservative, says lawmakers should stand up to the tobacco industry and ban smokes and chews, the hill reported friday.

"what we should be doing is banning tobacco," coburn said recently on the senate floor during a debate on a tobacco regulation bill. "nobody up here has the courage to do that. it is a big business. there are millions of americans who are addicted to nicotine. and even if they are not addicted to the nicotine, they are addicted to the habit."

while not outright banning its use, lawmakers have made buying tobacco products difficulty by raising fees and imposing regulations. for example, the popular state children's health insurance program is funded in part with a 62-cent federal tax on cigarettes.

the senate also is expected to pass next week the family smoking prevention tobacco control act, which would authorize the food and drug administration to restrict the manufacturing, marketing and sale of tobacco products, the washington publication said.

"if we really want to make a difference in health and we want to eliminate dependence on tobacco, what we have to do is to stop the addiction," coburn said.

a sex expert at the retrial of a german cannibal jailed for killing a man and feeding on his flesh said tuesday the defendant had not been motivated by a desire to kill but by his victim's wish to be eaten.

armin meiwes, who was jailed two years ago for killing a computer engineer who had begged to be eaten, is standing trial for the second time after germany's top criminal court ruled that his eight-year sentence for manslaughter was too lenient.

prosecutors, hoping to secure a murder conviction, need to show that meiwes killed his victim to fulfill his own sexual desire or that he planned to distribute for profit part of the videotape he made of the crime.

meiwes's defense hinges on his victim's request to be eaten and that he was simply fulfilling this desire, a view backed up by a sex psychologist who addressed the court in frankfurt.

"he (meiwes) was convinced that he wanted it and that he would live on within him," klaus beier told the court. "his motivation was not to kill."

beier described meiwes as an affable, self-confident and positive man, who apart from his crime would have done little to attract attention.

he told the crowded court how meiwes had searched the internet for a suitable partner, trawling through advertisements including one from a 26-year-old who was looking for "a likeable, older gentleman to read me my death sentence."

his search had been fruitless, however, until he met bernd-juergen brandes, who had advertised for someone to "obliterate his life and leave no trace."

of the handful of men he met, meiwes had said, only brandes had been a truly willing victim. "he never had to doubt brandes's willingness," beier told the court tuesday.

beier said that meiwes's fantasy had its roots in his father's departure from the family home and a domineering and embittered mother. his desire to eat someone stemmed from his wish to find a partner who would not abandon him.

pupils at a chinese school are being encouraged to attack punchbag dummies of their teachers to relieve stress.

lichang 1st middle school in jinan attached pictures of teachers to sandbags and gave pupils boxing gloves to work off their frustrations.

vice principal meng fanxiang said: "adolescent students may have a lot of problems and be under great pressure from studies. it's better for them to release it within the school than other places."

meng's own picture, as well as those of other teachers and admin staff, has been attached to the sandbags.

but the vice principal told the qilu evening post: "i don't care if they beat up my dummy."

the 'physical release' room is part of a new programme of support services for students which also include a private chatroom and a consultation room.

the school says that most boys prefer the physical release room for the release of stress, while the majority of girls prefer the private chatroom.
