fort pierce — upset at the rising cost of crack cocaine, a 46-year-old man accused of smashing up part of a local business and “challenging people to fight” tuesday was arrested, according to a police report released wednesday.

a manager of dixon's food mart on avenue d told police a man later identified as gus young jr. came in the store about 9:20 p.m. tuesday and smashed a counter partition and dvd case. as police were on the scene, the store manager pointed to a man on a bicycle in the parking lot and exclaimed, “there, he's back! that's him!”

young smelled strongly of alcohol and was “challenging people to fight,” the report states.

“when young calmed down, he said he was upset that the price of a rock (crack cocaine) had gone up to twenty dollars from ten dollars,” the report states. "young claimed he swung his fist at a drug dealer in the store, but the drug dealer ducked and young struck the partition and dvd case instead of the drug dealer.”

young was arrested on charges including criminal mischief and disorderly intoxication.

at the jail, young continued yelling about “how unfair the price of crack had become” and told detention deputies, "stanky (expletives)! i brought me a ten and they're twenty tonight!”

an australian zoo has dropped an ad campaign offering free visits to people with ginger hair to highlight the plight of orang-utans.

adelaide zoo ran advertisements offering "free zoo entry for all rangas" during the school holidays, reports the advertiser.

"ranga" - an abbreviation of orang-utan - is a common nickname in australia for redheads.

"we seem to be getting quite a bit of a negative reaction to that request," said zoos sa's director of conservation programs kevin evans.

"people are possibly more sensitive about it than we thought," he said.

"we have a campaign over the school holidays because of orang-utans being an endangered species - and so are human redheads," mr evans said.

"because of the way people move around these days, the genes that carry redheads are breeding out to brunettes and blondes."

the zoo has dropped the ads but will continue to offer free entry to people with red hair for the next two weeks.

zoo staff will not seek proof that patrons are natural redheads: "we're not actually checking tops and tails, or anything like that," mr evans said.

it adds however: "alternatively, if appropriate, we will make an appointment to see you at a time that fits in with your life and within 48 hours.

other pledges include neighbourhood policing teams who are meant to be visible 80 per cent of the time as they patrol the streets.

officers should also be at the scene of an emergency 999 call within 15 to 20 minutes.

the pledges also include treating the public "fairly", with "dignity and respect" and involving them in local policing issues.

miss smith will be hoping the pledges, to be issued across the country by the end of the year, will help restore public trust in the police.

complaints against police officers in england and wales have risen to record levels.

shadow home secretary dominic grieve said: "this re-hashed re-announcement is typical of a government that has run out of ideas.

"on the one hand, it includes policy proposals - such as crime-mapping - copied directly from the conservatives.

"on the other hand, attempts to prescribe quotas and response times look like the return of discredited whitehall targets under another name."

tokyo (reuters) - a japanese man upset by the death of his pet turned himself in after fatally stabbing a bureaucrat and his wife, japanese police and media said on sunday.

police were searching the house of a 46-year-old man who said he murdered a former vice minister for health and welfare, a spokesman for the metropolitan police department said.

kyodo news said the man also admitted to the fatal stabbing of the 66-year-old bureaucrat's wife, although the police spokesman was unable to confirm that.

takehiko yamaguchi and his 61-year-old wife, michiko, were found dead at their home with stab wounds to the chest on tuesday, kyodo news said.

also tuesday, the wife of another former health and welfare bureaucrat was seriously stabbed at the entrance to her home by a man pretending to be making a delivery, domestic media reported.

her husband, who had also been vice minister, was not home at the time, according to media reports.

japanese police and media originally believed the stabbings may have been a backlash against former employees of the ministry of health and welfare, due to widespread resentment over the government's handling of the national pension system.

however, the man who turned himself in to police said he was upset over the death of a pet, kyodo said.

"i was angry because my pet was killed in a public welfare center," kyodo quoted the man as saying.

the police spokesman could not confirm the comment, but did say the found "several" survival knives after searching his car.

while japan still has relatively low crime rates, the country has been shocked in recent years by several grisly stabbings.

in june, a man who said he was tired of life went on a stabbing rampage in tokyo's crowded shopping district of akihabara, killing seven people and wounding a dozen others.
