images highlighting the dangers of smoking will be printed on all tobacco products sold in the uk by the end of 2009, under regulations being set out. manufacturers will have to start complying from october next year. after a public consultation 15 images, including ones of diseased lungs, have been chosen to accompany text warnings about lung cancer and heart disease. anti-smoking campaigners welcomed the move but smokers' lobby group forest said they were being "victimised". health secretary alan johnson told bbc news there was evidence from other countries that the new images would help people quit. "we do think it will help the number of people, who want to give up to smoking - the vast majority of smokers want to give up - and this will give them an extra push," he said. the graphic adverts come just over a month before the minimum age for buying tobacco in england and wales increases from 16 to 18, bringing it in line with alcohol. source: news.bbc.co.uk

none of these crimes will cost college students their pell grants, but walking down the street with a joint could. as of july 1, 2000, a provision in the higher education act mandated that students’ eligibility for federal financial aid be suspended if they are convicted under federal or state laws of offenses involving the possession or sale of controlled substances.

“i think it’s a joke,” said colin priebe, university of nebraska-lincoln senior secondary education major. “if someone has three duis they wouldn’t lose their scholarship, but someone caught with less than an ounce of marijuana would lose theirs.”

a new beer has been launched in germany which contains nicotine and 6.3 per cent alcohol.
alcohol healthwatch in new zealand said drinking three 250ml cans was the equivalent of smoking three packets of cigarettes.

a us jury has ordered tobacco giant philip morris to pay $13.8m (£8.4m) to the daughter of a lifelong smoker who died of lung disease. the los angeles superior court jury returned the verdict monday, more than eight years after the smoker, and decided in favor of jodie bullock, whose mother betty died of lung cancer in 2003 aged 64. she had smoked for 47 years. philip morris said she could have given up smoking at any time as the harmful effects of cigarettes were known. philip morris is a part of virginia-based tobacco-products group altria. betty bullock had sued philip morris in april 2001 on the grounds of fraud and product liability. in 2002, a jury recommended that philip morris should pay $28bn in punitive damages to mrs bullock, but a judge later reduced the award to $28m. in 2008, the us court of appeal overturned the jury's decision and sent the case for a new trial, with philip morris arguing that the $28m was excessive. source
london (reuters) - a council has become the first in london to rule that smokers will no longer be able to foster children. redbridge council's cabinet agreed tuesday night to a ban on placing children with foster carers who smoke unless there are exceptional circumstances. the local authority in northeast london said the decision, which will come into force in 2010, was made to protect children from the "damaging effects of passive and second-hand smoke." other councils around the country have introduced similar measures, particularly relating to very young children, but redbridge's ban is thought to be the most far-reaching. "we know this is a difficult issue because some people will feel it is an intrusion on personal freedoms," said councilor michael stark. "but we also know that smoking increases the risk of serious illness in childhood. on balance, we have decided children in our care shouldn't grow up breathing second-hand smoke." the council cited scientific evidence that showed passive smoking caused lung cancer and childhood respiratory disease. existing smokers will be told of the new policy and given help to quit. the fostering network, a charity which represents groups involved in fostering, said it believed no child under five should be placed with carers who smoked. however the charity, which estimates there is a shortfall of some 10,000 carers, said it did not want potentially good foster parents to be put off because they had an occasional cigarette. tobacco lobby groups said the move was part of an "ongoing campaign to stigmatize smokers." "it's going to exclude people who could be outstanding foster parents," said a spokesman for pro-smoking group forest. article submitted by master911. a two-year-old boy from the city of tianjin in china is the world's youngest smoker. well, at least the youngest to admit it. except he didn't admit it, his dad did, after proudly teaching tong liangliang how to spark up between tantrums and milky vomits. liangliang's dad said his son was born with a hernia, and being too young for an operation, has taken up smoking to help him deal with the pain. now he's a pack-a-day man. pack-a-day toddler. and he won't give up, screaming and throwing himself on the floor if he's refused a durry.
