he said he was determined to gain control of the border. participation for the southern states bordering on mexico is strictly voluntary.

he also supported a plan to legalize 12 million illegal immigrants, giving them the possibility to eventually become legal citizens. now, the waiting period for unskilled people to become legal citizens is about 18 years.

although some republicans labeled this plan as amnesty, bush said that it wasn’t realistic to round up millions of people and send them back to mexico. he wants to find middle ground between mass deportation and automatic granting of citizenship.

although bush said that mexico is a neighbor and a friend, mexico has reacted with anger to the plans of bush to send national guard to the border.

many think that the national guard will do little in stopping those determined to get into the us, others say that it does not take into account the reason why so many are crossing the border.

bush said it was not his intention to militarize the southern border.

president fox of mexico and president bush both agree that the illegal immigration issue needs an integral solution, not a police solution.

a man from president obama's hometown of chicago has been arrested for allegedly sending obama and his staff envelopes containing hiv-infected blood, in the hopes of killing or harming them.

it's only the second time ever that hiv-infected blood has been sent with malicious intent through the u.s. mail system, a spokesman for the u.s. postal inspection service said.

in the weeks leading up to obama's inauguration, saad hussein, an ethiopian refugee in his late 20s, sent an envelope addressed to "barack obama" to offices of the illinois government in springfield, ill., according to court documents.

the envelope contained a series of curious items, including a letter with reddish stains and an admission ticket for obama's election-night celebration in chicago's grant park. court documents said hussein, who takes drugs to treat a mental illness, later told fbi agents he is "very sick with hiv" and cut his fingers with a razor so he could bleed on the letter.

hazmat teams were called in after the envelope was opened, and offices of the illinois department on aging and the department of revenue were locked down for nearly two hours, locking 300 staffers in their offices, court documents said.

hussein, with his brother acting as an interpreter, told fbi agents he was actually "an admirer" of obama and was "seeking help from the government," according to court documents. he also told them he was hoping to obtain tickets to the inaugural ceremonies in washington, the documents said.

days after sending the letter to obama, hussein allegedly placed two more letters in the mail, one addressed to "emanuel," an apparent reference to obama's current chief of staff, rahm emanuel. the two letters contained what appeared to be dried blood, the court documents said.

hussein, who has never held a job in the three years he's been in the united states, was arrested last month. he was charged with "knowingly" mailing letters "containing hiv-infected blood, with the intent to kill or injure another," in violation of federal law.

the charging documents do not address whether the letters could have actually killed or injured anyone. according to the centers for disease control and prevention, hiv is spread only through sexual contact with an infected person, through sharing needles with an infected person, or through blood transfusions of infected blood.

the spokesman for the u.s. postal inspection service, peter rendina, expressed confidence that the u.s. mail system is safe.

"to me the u.s. postal service is the most secure form of communication in the world," he said. "in no way are we seeing a trend."

hussein is currently being detained in a chicago correctional facility. a judge ordered he receive a mental examination to see if he's fit for trial, but as of two weeks ago the court couldn't locate a translator to conduct the examination, according to court documents.

a publicly-appointed attorney representing hussein declined comment, saying he was "not at liberty to discuss pending criminal matters."

this is not the first time law enforcement officials have had to take hussein into custody. he was arrested by police in 2006 after starting a fire in the middle of a crowded chicago intersection. when officers arrived on the scene, he was waving the koran in the air and yelling"allah akbar," or "god is great" in arabic. court documents say he was transported to a hospital, where he called president bush a terrorist and criticized american foreign policy. he was not formally charged, but he did spend time in the mental health unit of the hospital.

the latest case marks the second time hiv-infected blood has been sent through the u.s. mail. in 2006 a "disturbed individual" placed a plastic vial of hiv-infected blood in the mail, according to rendina. the unidentified individual was arrested and charged, and is now receiving psychiatric treatment at a federal medical detention center, rendina said.

florida - more children from the dove world outreach center arrived tuesday at area public schools with shirts bearing the message "islam is of the devil" and were sent home for violation of the school district's dress code when they declined to change clothes or cover the anti-muslim statement on their clothing.

school district staff attorney tom wittmer said the shirts violated a district ban on clothing that may "disrupt the learning process" or cause other students to be "offended or distracted."

"students have a right of free speech, and we have allowed students to come to school wearing clothes with messages," wittmer said. "but this message is a divisive message that is likely to offend students. principals, i feel reasonably, have deemed that a violation of the dress code."

wittmer said the school district allows students to express their religious beliefs but also must protect other students, such as members of the muslim faith, from discrimination based on their religious beliefs.

he said there also has to be equal treatment of different faiths.

"the next kid might show up with a shirt saying 'christianity is of the devil,'" wittmer said.

first amendment scholars said the school district's policy is likely legal and constitutional. ron collins, a scholar with the nonprofit first amendment center in washington d.c., said courts give public school officials a "significant amount of latitude" in regulating student dress that could disrupt the classroom or a school function.

"here, it's not only a religious expression," collins said. "it's a religious expression that is hostile to other forms of religious expression."

collins did note that student speech is afforded more protection at the college or university level.

catherine cameron, a faculty member at the stetson college of law, said the school district "likely has a good leg to stand on from a first amendment standpoint" because the u.s. supreme court has ruled in several cases that public schools may quash speech deemed disruptive "even if it steps on the other child's free speech rights."

on their front, the t-shirts had a verse from the gospel of john: "jesus answered i am the way and the truth and the life; no one goes to the father except through me," and this statement, "i stand in trust with dove outreach center." the message "islam is of the devil" is on the back of the shirt.

on monday, a 10-year-old fifth-grader at talbot elementary was sent home because of the shirt. on tuesday, two eastside high students and one gainesville high student were sent home and a student at westwood middle had to change clothes because of the shirt, according to members of the dove congregation.

dove senior pastor terry jones said no local company "had the guts" to print the shirts. dove member wayne sapp said he then ordered the shirts over the internet from a company that allows individuals to design their own shirts. his daughter, faith sapp , 10, was the talbot elementary student sent home monday. she said she was allowed to wear the shirt to school on tuesday - with the gospel message on the front visible but the anti-islam message on the back covered.

wayne sapp's daughter, emily sapp, 15, was the student sent home from gainesville high on tuesday. both faith and emily sapp said it was their decision, not that of their parents, to wear the shirts to school in order to promote their christian beliefs. emily sapp said the "islam is of the devil" statement was aimed at the religion's beliefs, not its members.

"the people are fine," she said. "the people are people. they can be saved like anyone else."

wayne sapp said he believed the school district's dress code allowed too much room for subjectivity when principals and school administrators determine what is offensive or distracting clothing.

he added that his children decided it was time to "stand up for what they believe instead of saying the rules might not let me do it" and said that society has grown "so tolerant of being tolerant" that free speech is eroding.

jones said that, to him, spreading the church's message was "even more important than education itself."

all of the dove members interviewed said that, while they would not like a student wearing a shirt with an anti-christian message on it to school, they believed students have the right to do it.

saeed r. khan, president of the muslim association of north central florida, said the anti-islam message should not be accepted when "schools are supposed to be teaching tolerance for others."

"it's pretty offensive, isn't it?" khan said of the message on the back of the shirt. "particularly in a school setting where you are trying to create an atmosphere where people are supposed to respect each other and live with each other, where we have people of every ethnicity and every religion."

jones and wayne sapp said congregation members have not decided whether their children will be allowed to continue to go to school with "islam is of the devil" visible on their clothing because they want their children to get an education - and that does not happen when they are sent home for violating the dress code.

london (reuters) - a group of schoolchildren who reared a lamb from birth and named it marcus has overridden objections by parents and rights activists and voted to send the animal to slaughter.

marcus the six-month-old lamb has now been culled, the head teacher of the primary school in kent confirmed on monday, after the school's council -- a 14-member group of children aged 6 to 11 -- voted 13-1 to have him killed.

the decision has provoked fury among animal-loving celebrities, animal and human rights campaigners and the parents of some of the children, and led to threats against lydd primary school and its teachers, according to a member of staff.

around 250 children at the school take part in a program designed to teach them about rearing and breeding animals.

the educational farm was started this year, with marcus being hand-fed by the children. the children also look after ducks, chickens, rabbits and guinea pigs.

the intention had been to buy pigs with the money raised from slaughtering marcus, but those plans have been put on hold following the furor created by the lamb's culling. the school said the program may now have to be stopped.

"it's all up in the air," said a member of staff. "there's been so much pressure on us as a result of all this."

despite that, the school said there had been overwhelming support among the children, the staff and most of the parents to have marcus -- a castrated male who could not have been used for breeding -- sent to the slaughterhouse.

but opponents branded it heartless and cruel, with animal rights campaigners asking why marcus could not have been used to teach the children about wool, and human rights campaigners worried about the emotional impact of marcus's death on the children.

a popular talkshow host offered to buy the lamb and give it sanctuary and facebook groups sprung up to rally support to keep marcus alive. but the children had the final say. the school defended the children's decision, calling it educational.

"when we started the farm in spring 2009, the aim was to educate the children in all aspects of farming life and everything that implies," the school said in a statement.

"the children have had a range of opportunities to discuss this issue, both in terms of the food cycle and the ethical aspect... it is important for everyone to move on from this issue, so the children can focus on their education."

the comedian's dna will be digitized and sent to the international space station, comedy central was to announce monday. in october, video game designer richard garriott will travel to the station and deposit colbert's genes for an "immortality drive."

"i am thrilled to have my dna shot into space, as this brings me one step closer to my lifelong dream of being the baby at the end of 2001," colbert said in a statement, referring to the 1968 landmark science fiction film "2001: a space odyssey."

garriott, one of few private citizens to travel into space, is collecting material for a time capsule of human dna, a history of humanity's greatest achievements and personal messages.

the host of "the colbert report" will essentially be preserved so that aliens can clone him.

"in the unlikely event that earth and humanity are destroyed, mankind can be resurrected with stephen colbert's dna," garriott said in a statement. "is there a better person for us to turn to for this high-level responsibility?"

a paramus eighth-grader was sent home from school today and told to change out of his costume: they deemed jesus christ inappropriate.

“we're a little stupified by this whole thing,” said the boy's mother, kim woinski.

jesus christ was “one of the greatest men that ever lived," she added. "if he went as abe lincoln would they say he couldn't do that?"

alex woinski, who already has shoulder-length brown hair, donned a long white robe with a red sash, a fake beard, sandals and a crown of thorns.

“they would have let him wear the costume, but he had to get rid of the crown of thorns and the beard,” woinski said.

in order to do that, she said, woinski had to leave work and pick her son up from west brook middle school so he could go home and shower.

woinski said other students who had inappropriate costumes were able to simply turn their shirts inside out or take off any offensive pieces.

superintendent james montesano said he didn't know about the incident but said he believes the reason for doing so was most likely not because anyone was offended by the religious nature of the costume but that it may have been disrupting classes.

“as much as we want to have our kids enjoy celebrations, whether it’s through school spirit week or something like this, the fact of the matter is we certainly are here for the central purpose of education,” said montesano. “if students in any form are wearing things that are bringing too much added attention that disrupts us from an educational environment, then school administrators would make that decision.”

the school year is only 180 days, he added, so it's important that youngsters are able to get the most out of each day of instruction, and a disruption in the classroom could impede that goal.woinski said her son complied with the requests of teachers and administrators, without complaint, and called his mother to pick him up. he was home for an hour and a half before returning to school.

when she went to pick her son up from school, administrators were unavailable to speak with her regarding the matter. but in an effort to comply with their requests she took her son home, she said.

“it's not like he’s not a good student. the kid’s on the high honor roll,” she said.

woinski is catholic while her husband is jewish. their son, who had recently celebrated his bar mitzvah and has been studying bible scripture, is interested in jesus as an historical and religious figure, according to his mother.

he wanted to translate that interest into a halloween costume.

alex's older brother, jason riggio, said due to long hair and darker skin, alex's friends already say his brother bears a resemblance to the famous figure, which gave alex the idea for the costume.

“we have both religions in our house, and he's learning about both. he wasn't poking fun at anybody,” said woinski. “i think what it was was that he was getting too much attention.”

a woman in a deep sleep sent emails to friends asking them over for wine and caviar in what doctors believe is the first reported case of 'zzz-mailing' - using the internet while asleep.

the case of the 44-year-old woman is reported by researchers from the university of toledo in the latest edition of the medical journal sleep medicine.

they said the woman went to bed about 10pm but got up two hours later and walked to her computer in the next room, britain's daily mail newspaper reports.

she turned it on, connected to the internet, and logged on before composing and sending three emails.

each was in a random mix of upper and lower cases, not well formatted and written in strange language, the researchers said.

one read: "come tomorrow and sort this hell hole out. dinner and drinks, 4pm,. bring wine and caviar only."

another said simply, "what the…".

the new variation of sleepwalking has been described as "zzz-mailing".

"we believe writing an email after turning the computer on, connecting to the internet and remembering the password displayed by our patient is novel," the researchers said.

"to our knowledge this type of complex behaviour requiring co-ordinated movements has not been reported before in sleepwalking.

"she was shocked when she saw these emails, as she did not recall writing them. she did not have any history of night terrors or sleepwalking as a child."

the neurologists said that unlike simple sleep-walking, the activities their patient was involved in required complex behaviour and co-ordinated movements including typing, composing and writing the messages.

she was also able to remember her password and turn the computer on and connect to the internet, although she had no memory of the event.

it was thought that the woman's sleep-walking may have been triggered by prescription medication, although the causes of the phenomenon are not fully understood.

ewing, who directed 2003's "breakfast with hunter," also shows the planning and governmental approvals that organizers needed in order to honor thompson's wishes for his send-off.

johnny depp, who played thompson in 1998's "fear and loathing in las vegas," paid the $2.6 million cost of the memorial.
