prosecutors in saudi arabia have begun investigating 57 young men who were arrested on thursday for flirting with girls at shopping centers in mecca.

the men are accused of wearing indecent clothes, playing loud music and dancing in order to attract the attention of girls, the saudi gazette reported.

they were arrested following a request of the commission for the promotion of virtue and prevention of vice.

the prosecution and investigation commission said it had received reports of such "bad" behavior by 57 young men at a number of shopping centers in the holy city of mecca, the saudi gazette said.

the guardians of some of the men defended their actions, however, saying they would regularly get together at the weekend to have fun without ever violating laws governing the segregation of the sexes, it added.

the saudi gazette quoted shop workers as saying that officials had warned them to remove all red items including flowers and wrapping paper.

black market prices for roses were already rising, the paper said.

saudi authorities consider valentine's day, along with a host of other annual celebrations, as un-islamic.

in addition to the prohibition on celebrating non-islamic festivals, the authorities consider valentine's day as encouraging relations between men and women outside wedlock - punishable by law in the conservative kingdom.

the saudi gazette reported that some people placed orders with florists days or weeks before valentine's day in anticipation of the ban, which is a regular occurrence.

"sometimes we deliver the bouquets in the middle of the night or early morning, to avoid suspicion," one florist said.

others were planning to travel to the more religiously liberal neighbouring countries, bahrain or the united arab emirates, to celebrate.

prince fahd bin badr, governor of the northern al-jof region, ordered police to carry out the punishment after seeing a group of men with long hair pestering female students as they left school in the northern al-qurayat province, al-hayat newspaper said.

it said the prince told a gathering at his palace in the northern town of skaka on sunday he has instructed police to apply the punishment to all youths guilty of flirting, including "the sons of senior military and civil officials."

"the decision doesn't include men who spend their free time in public places without hurting anyone," the paper quoted the prince as saying.

saudi arabia has long imposed a strict islamic lifestyle in which men and women are segregated in public. that lifestyle is enforced by the commission for the promotion of virtue and the prevention of vice, a government body that runs the country's powerful religious police.

its members patrol public places to make sure women are covered and not wearing make up, the sexes don't mingle, shops close five times a day for muslim prayers and men go to the mosque and worship.

many clergymen in this conservative gulf country say men should not have long hair because islam prohibits the sexes from emulating each other.

sheik mubarak al-rushoud, head of the commission in al-jof, told al-hayat the new punishment resulted from "the repeated pestering of women in souks and outside girls' schools."

he said fahd has ordered that the punishment against the men "who emulate women" should be carried out at the scene of the infraction, according to the paper.

"the decision, however, doesn't include all men with long hair," al-rushoud was quoted by al-hayat as saying.

the case has prompted the kingdom to re-evaluate its conservative attitudes to marriage.

the girl's marriage was arranged by her father and backed twice by a judge on the condition that it was not consummated until she reached puberty her mother, who is separated from the father, objected to the arrangement and twice sought a divorce on her daughter's behalf. it was refused both times by the judge, sheikh habib al-habib, after the girl's husband refused to agree.

the judge did say that when the girl reached puberty she could herself seek a divorce.

the case was widely publicised and prompted heated debate in the country, which is currently giving more rights to women than have previously been granted. it was also condemned by human rights groups abroad.

king abdullah, seen as a reformist, appointed the first ever woman deputy minister earlier this year.

one of his advisers, mohsen al-obaikan, an islamic scholar, went public to demand that a legal age for marriage be set at 18. the justice ministry said it was considering reforming the law, which until now has given no minimum.

the justice minister said he wanted to end the "arbitrary" control of marriages by girl's fathers.

however, the country's highest religious authority, the grand mufti sheikh abdul aziz al-shaikh, said that marrying girls even under the age of 15 was not against sharia - islamic law which forms the basis of the saudi legal system.

the saudi gazette reported that the marriage of the eight-year-old, who has never been named, was annulled in a private out-of-court settlement between the two families in the city of onaiza.

most such marriages are arranged by families in return for money. in this case, the father was said to need to pay off a personal debt to the husband, a friend.

the girl herself has been living with her mother, and was never told that she was married, or of the international controversy her case had provoked.

earlier, anne veneman, director of unicef, said: "unicef joins many in voicing concern that child marriage contravenes accepted international standards of human rights."
