new figures released today by the federal bureau of justice statistics indicate that more than half of all prison and jail inmates - including 56 percent of state prisoners, 45 percent of federal prisoners, and 64 percent of local jail inmates - have a mental health problem.
the prison to community project of the mental health association of southeastern pennsylvania (mhasp) is working to reverse these statistics by helping individuals with mental illnesses stay out of prison and live successfully in their communities.

an undercover investigation by bbc news finds that china has a flourishing trade of organs from executed prisoners. china is becoming the destination of choice for rich foreigners in need of organ transplants. one hospital said it could provide a liver for roughly $100,000. the majority of these prisoners are political dissidents, those who simply protest their government. remember that next time you're shopping at wal-mart, as 70-90% of their products come from china.
a prisoner in jail receives a letter from his wife: "dear husband, i have decided to plant some lettuce in the back garden. when is the best time to plant them?" the prisoner, knowing that the prison guards read all mail, replied in a letter: "dear wife, whatever you do, do not touch the back garden. that is where i hid all the money." a week or so later, he received another letter from his wife: "dear husband, you wouldn't believe what happened, some men came with shovels to the house, and dug up all the back garden." the prisoner wrote another letter back: "dear wife, now is the best time to plant the lettuce."
the inspectorate of prisons' report into conditions at doncaster prison, south yorkshire, found that two-person cells had been turned into three-person cells by placing a bed in the shared toilet. the unannounced inspection also found a "worrying" deterioration in healthcare for prisoners, which needed to be urgently addressed, and an increase in violence and self-harm. the inspection, in february, found the category b prison had made progress in some areas but there were still some outstanding concerns. the report highlighted several problem areas, which included the addition of an extra bed in the toilets of two-person cells, poor access to a gp or dentist for prisoners, and frailties in anti-bullying and suicide prevention arrangements leading to an increase in incidents of violence and self-harm. it also stated that little progress had been made in expanding the very limited amount of purposeful activity and some prisoners at risk of self-harm were being inappropriately held in a healthcare dormitory. the inspection did find an improvement in relations between prisoners and staff, better management of prisoners' early days in custody and that an earlier recommendation for a first-night centre had been implemented. the jail, which has a capacity of 1,145, was also commended for its resettlement provision, which was described as among the best in the country for a busy local prison. commenting on the report, chief inspector of prisons anne owers said: "doncaster has addressed a number of the criticisms that we made on our last visit and continued to make good progress in areas such as resettlement. "however, there is much still to do, not least to ensure that safety is maintained and the serious deficits in healthcare urgently addressed. "there has also been a disappointing lack of progress in responding to our previous concerns about the inadequate quantity and quality of purposeful activity." michael spurr, chief operating officer for the national offender management service, said the prison was addressing the issues raised in the report. he said: "i am pleased that the chief inspector has acknowledged the progress made at doncaster since her last inspection. "however, there remain areas for improvement and these will be monitored closely." source

a manhunt is under way in western germany for a convicted drug dealer who escaped by mailing himself out of jail. the 42-year-old turkish citizen - who was serving a seven-year sentence - had been making stationery with other prisoners destined for the shops. at the end of his shift, the inmate climbed into a cardboard box and was taken out of prison by express courier. his whereabouts are still unknown. the chief warden of the jail told the bbc this was an embarrassing incident. the prison authorities in willich, near duesseldorf, said the man, who was tall and broad-shouldered, had hidden in a box that was about 150cm by 120cm. when the weekly express courier arrived to pick up several boxes of merchandise, the one containing the prisoner was also loaded into the back of the lorry. shortly after it had passed through the prison gates, the inmate made his dash for freedom by cutting a big hole in the tarpaulin of the lorry and jumping off. the driver alerted the police after he noticed the tarpaulin flapping in the breeze. the jail's chief warden, beate peters, said the man must have had accomplices outside the prison. "as soon as the prisoner jumped off the back of the lorry his friends would have picked him up," she told the bbc. "we have no idea where the fugitive is hiding. we assume that he is still in the county and is lying low before making his move." ms peters said fellow convicts must also have known of his plan but that they would not talk because of a "code of honour" and because it is a criminal offence in germany to help somebody escape from jail. she said the incident showed that security needed to be beefed up urgently, something she had been lobbying for in the last few years. "i was not surprised that an escape happened on my watch. for years i had been asking for more security guards from the government. but now they'll have to listen." source
two inmates have filed a lawsuit against the indiana department of correction to overturn a policy that bars magazines such as playboy and hustler. the lawsuit filed tuesday in u.s. district court in indianapolis seeks class-action status on behalf of more than 20,000 state prisoners and challenges a policy that went into effect july 1 barring adult magazines and other printed material that depict nudity or sexual content. the policy could prohibit sexually explicit letters and publications such as national geographic magazine and daily newspapers, according to the complaint, which said the new rule violates the plaintiffs' civil rights. "the policy is written so broadly that it includes within its prohibitions such things as personal letters between prisoners and loved ones and much of the world's great literature and art," said the complaint, which was prepared by the american civil liberties union of indiana. one of the two plaintiffs named in the complaint is ernest tope, 53, an inmate at the pendleton correctional facility near anderson who is serving a life sentence for murder. he claims he cannot subscribe to the motorcycle magazine easyriders because it contains partial nudity. the policy may also may bar books such as steamy novels by the best-selling author jackie collins that have been available in the past through the prison library, the lawsuit claims. both tope and the other named plaintiff, murder and auto theft convict wade meisberger, 34, challenged the new policy through the prison grievance system but so far been unsuccessful, the complaint said. meisberger, 34, is held at the miami correctional facility near peru. doc spokeswoman java ahmed said agency officials had not yet reviewed the lawsuit and had no comment. source

alcohol hand gel meant to combat swine flu has been banned from a prison after inmates started eating it and became embroiled in a drunken brawl. inmates have been drinking the liquid soap placed on their wing after realising it contained alcohol. the detergent was meant to beat off the threat of swine flu in the verne prison on portland, dorset. however, instead of rubbing it into their hands, inmates at the category c prison have been placing their mouths over the dispensers and consuming it. prison officers had expressed their concerns at suddenly having to deal with a number of drunken convicts before the brawl erupted. it is thought one prisoner became aggressive after downing the gel and started a fist fight with another inmate. now the governor of the verne has removed all of the dispensers from the prison. a source at the verne said: "the cleansers were put out on a wing to combat swine flu but as soon as they were put out, the prisoners started drinking the stuff straight out of them. "there was a fight after one of the prisoners got violent after drinking the gel. "the canisters have now all been removed from the wings but i couldn't quite believe it when they were put out in the first place." andy fear, a member of the verne's prison officer's association committee, said: "these canisters were originally put out because of the swine flu threat. "it was subsequently reported by some association members working here that the inmates had been incorrectly using them, for want of a better phrase. source

a pregnant woman has filed paternity claims against six separate inmates of a romanian prison. mum-to-be raluca dionescu from iasi says any one of the convicts she met while working part-time at the jail could be the father. the prisoners - aged between 24 and 35 - will have to submit to blood and dna tests. dionescu, who was employed as a cleaner at the prison near iasi, admitted she had enjoyed steamy sessions with the inmates in the prison's laundry room. she said: "i couldn't resist some of the men. i didn't think of them as criminals or the crimes that they committed. "what i want now though is to find out which one is the father of my child. i don't know what will happen after that though, whether i, or the father, will want to bring up the child together." source
