new york (reuters) - libyan leader muammar gaddafi lectured a u.s. audience on democracy on thursday and said libya is the only real democracy in the world.

via a video link, gaddafi addressed an unprecedented gathering of u.s. and libyan academics prompted by a thaw in relations since the former pariah state decided in 2003 to abandon nuclear weapons and took responsibility for the 1988 lockerbie bombing.

he touted libya's political system as superior to "farcical" and "fake" parliamentary and representative democracies in the west."

"there is no state with a democracy except libya on the whole planet," gaddafi said to the conference at columbia university in new york.

libya's jamahiriyah system, under which libyans can air their views at "people's congresses," is genuine democracy, said gaddafi, who spoke through a translator and was dressed in purple robes and seated at a desk in front of a map of africa.

the u.s. central intelligence agency's world factbook describes libya's government as: "jamahiriyah (a state of the masses) in theory, governed by the populace through local councils; in fact, a military dictatorship."

gaddafi said libya's new openness would not lead libyans to covet what they do not have -- on the contrary, he said, the rest of the world would soon be emulating libya.

"countries like the united states, india, china, the russian federation, are in bad need of this jamahiriyah system," he said. "this is a savior to them."

challenged by the u.s. moderator about freedom of speech, gaddafi said every libyan was free to express his opinions at the congresses and that was a better forum than a newspaper.

jon alterman, director of the middle east program at the center for strategic and international studies, one of two u.s. moderators, said some of gaddafi's comments might have sounded jarring to americans.

"one of the hard things when you haven't talked to somebody for more than 30 years is we don't really understand how we sound to them and they don't understand how they sound to us," he said. "we obviously have a way to go until we're speaking the same language."

russian president vladimir putin has slammed us policies in his annual address.

clearly in response to us criticism of the way democracy is being curtailed in russia, putin said that the us puts democratic ideals second to political gain.

putin said, “where is all that pathos of the need to fight for human rights and democracy when it concerns the needs to pursue their own interests?”

vice president dick cheney last week, speaking in vilnius, lithuania, said that russia was undoing all the progress made in the last decade. he also accused russia of bullying former soviet states, such as the ukraine, by withholding their vast energy reserves.

putin also said in his address that he would substantially enlarge the military budget, which is 25 times smaller than that of the us. he said he would strengthen the nuclear arsenal and invest in conventional military forces.

after his swipe at the us, however, putin turned his attention to national issues in his state of the nation speech, addressing education and the economy. old industries need to be revitalized and new economic sectors need to be explored.

russia’s population demographics show a steady decline of about 700,000 people a year. putin wants to battle this decline by implementing birth bonuses, better education and child support, to encourage more women to have children.

king gyanendra of nepal has caved under national and international pressure to restore the democracy in nepal.

shortly after a ceasefire announced by communist rebels, king gyanendra named 83-year-old girija prasad koirala as the new prime minister. koirala has been nepal’s pm four times since 1991.

the maoist rebels said that the ceasefire is only for three months, allowing the government to call an assembly to rewrite the constitution. it is hoped that negotiations between the rebels and the government will start soon.

king gyanendra seized power a year ago, firing the cabinet apparently to prevent rebel forces taking over power. nepal’s citizens have been protesting this royal dictatorship ever since.

the swearing in of the new pm, scheduled for today, has been delayed however, because of the failing health of koirala, who suffers from bronchitis.
