nampa, idaho - a cat picked the wrong place to come in from the cold, and caused a power outage that blacked out more than 12,000 homes and businesses.

the cat entered an electrical substation, snuggled up to a warm transformer and contacted a live circuit, causing a short that blew out nine feeder lines monday afternoon, idaho power officials said.

service was restored in less than three hours to most customers, including city hall where the lights came on in time for a city council meeting, utility spokesman dennis lopez said.

the outage also disabled traffic lights in the city of about 77,000 people. temporary stop signs were set up at affected intersections and about 15 police officers were assigned to direct and monitor traffic. police lt. eric skoglund said he didn't know of any accidents that could be blamed on the outage.

the short circuit killed the cat.

a police dog that was left in a pickup truck with the engine running apparently knocked the vehicle into gear and ran down a woman who was walking to her mailbox.

mary f. stone, 41, was expected to remain hospitalized with a fractured pelvis and tailbone until at least friday, said her husband, paul stone.

the dog, a german shepherd named ranger, had been left in the truck while its handler responded to a domestic disturbance call tuesday, police lt. loring draper said. the truck's engine was on so ranger would have air conditioning.

draper said ranger must have hit the shift on the steering column, putting the automatic transmission into gear. as the truck slowly rolled forward, police officers yelled to stone, but she couldn't get out of the way in time, he said.

a front and rear tire ran over her. "she had tire marks on her clothes," her husband said.

the truck then went through the stones' yard and struck a vehicle in the driveway.

draper said police were trying to determine if there might have been some malfunction that would have allowed the gear shift to be moved easily.

hariklia griva, a widowed mother of four from ayiassos, on the eastern aegean sea island of lesvos, was arrested wednesday and charged with growing cannabis with the intent of trafficking in the drug. she was released on bail of $2,480.

the retiree, whose late husband was a policeman, told police the 16 inch potted plant grew from seed dropped by her pet canaries. the birds live in a cage on the balcony overlooking a busy ayiassos street -- opposite the local police station.

"i couldn't believe it, when they told me i was being arrested," griva said. "the plant must have grown from the bird seed. i had no idea what the plant was. i watered it regularly. i thought it looked quite nice."

like many norwegian football fans, the man from southern norway had a hard time watching the league title vanish for kristiansand club start after a controversial refereeing decision in the closing minutes of the last game of the season.

when the man's favorite english club, manchester united, was humiliated by middlesbrough later in the day, the man felt compelled to set fire to the local police office, newspaper agderposten reports.

"i have never heard such a strange explanation. the losses were just too much for him," police officer øystein krogstad told agderposten.

the 20-year-old man set krogstad's office on fire as sunday dawned, and only a quick reaction from a chance passerby prevented the wooden building from being consumed by flames. the man confessed when police checked him out as a possible suspect, and he is now charged with malicious mischief.

officer krogstad, who shares the norwegian passion for domestic and english football, was not without sympathy.

"start and united are also my two favorite teams, so i can understand his disappointment. but i have absolutely no sympathy for football being so important that someone can take such drastic action in pure frustration over a defeat," krogstad told agderposten.

drugged up wallabies are being blamed for creating crop circles in tasmania.

authorities on the island say the animals eat opium poppies, get high and then hop around in circles, reports the mercury.

attorney general lara giddings told a budget hearing: "the one interesting bit that i found recently in one of my briefs on the poppy industry was that we have a problem with wallabies entering poppy fields, getting as high as a kite and going around in circles.

"then they crash. we see crop circles in the poppy industry from wallabies that are high."

tasmanian alkaloids field operations manager rick rockliff confirmed that wildlife and livestock which ate the poppies were known to "act weird".

"there have been many stories about sheep that have eaten some of the poppies after harvesting and they all walk around in circles," mr rockliff said.

"but as growers we try our best to try and stop this sort of consumption, particularly by livestock, due to concerns about the contamination of the meat.

"there is also the risk to our poppy stocks, so growers take this very seriously but there has been a steady increase in the number of wild animals and that is where we are having difficulty keeping them off our land."

tasmania is the world's largest producer of legally grown opium for the pharmaceutical market.

philipsburg, st. maarten - dozens of people in st. maarten are being treated for latent tuberculosis after health officials warned that they may have been exposed to the illness by a stripper infected with an active form of the disease.

at least 40 people tested positive after the health department treated an exotic dancer from the dominican republic several months ago and sent her home, according to a government news release issued friday.

health officials struggled to identify those exposed, launching a public campaign to urge anyone who had contact with the woman to seek treatment. they now believe they have identified everyone infected.

tuberculosis is caused by airborne bacteria that attack the lungs and can be fatal. people with latent tuberculosis do not feel sick and present no symptoms, but are at risk of contracting the full disease, according to the u.s. centers for disease control and prevention.
