bush admitted that there were no wmd’s in iraq. he however did not say his decision to send troops to topple saddam hussein’s regime was wrong, stating, “despite setbacks and missteps, i strongly believe we did and are doing the right thing.”

he also said that he should have refrained from “tough-talk”, such as his statement that he wanted osama bin laden “dead or alive”, or his remark “bring them on” with respect to the insurgents in iraq.

blair said that it was a mistake to exclude members of the baath party from the new government, and that they had underestimated the insurgency in iraq.

“whatever people's views about the wisdom of that decision (to invade iraq – qt), now there is a democratic government in iraq, elected by its people, and now they are confronted with those whose mission it is to destroy the hope of democracy… our sense of mission should be equal to that and we should be determined to help them defeat this terrorism and violence.”

both bush and blair called for a stronger, more decisive un. they also addressed the topic of the iranian nuclear program, calling upon the iranian government to recognize their responsibility in the international community.

blair will hold a foreign-policy address at georgetown university today.

when presented with the execution orders, signed by himself, he stated that this was one of his duties as president.

however, when asked about the killing of 28 young boys, whose execution orders were included, he denied ever having ordered the death of iraqi children.

saddam hussein will be tried for genocide, in 1987/88 he allegedly ordered the massacre of 100,000 ethnic kurds.

throughout the trial, hussein has taunted the judges and the jury, calling judge rauf rashid abdul-rahman a coward.

hussein has also repeatedly requested the trial be moved to a neutral international site, saying that he knows the trial will not be a fair one when held in iraq.

the un has expressed fears that the trial will never satisfy international standards because of ongoing violence and flaws in iraq's legal system.

it is not known how long the trial against hussein will last.

new york - a 23-year-old with a foot fetish has admitted he tried to kiss, fondle and lick the legs and toes of more than 70 women on the new york subway over the last three years, prosecutors said wednesday.

in a handwritten confession to police released by the manhattan district attorney's office, joseph weir said his aim was "to make them laugh and smile and open to talk to me."

weir, who was arrested late last week after attacking a woman on a subway in lower manhattan, is charged with forcible touching, sex abuse and unlawful imprisonment — the latter charge referring to his habit of grabbing his victims' legs and not letting go.

he faces up to a year in jail if convicted and has been released on $6,000 bail until a court hearing on june 26.

in a rambling confession peppered with grammatical errors, weir, who lives in brooklyn, detailed how he accosted the women while riding the subways between manhattan and the borough of queens.

"i get on my knees, bow, grab their feet, kiss them. i grab their hand and tell them 'you're so beautiful. i'm not worthy,'" he wrote. "i do not give me real name. if they ask i will tell them my name is anthony, jason or careem."

weir said his motivation was to get to know the women, but he recalled that often they would move away when he tried to "taste and touch them."

"some women had kick(ed) me and screamed," he wrote. "i've done this to about 70 women, mostly black."

prosecutors said dozens of women had started to come forward to identify weir, who told detectives in his confession that he lived with his parents and two sisters.

"i am currently unemployed," he wrote, adding that he had been fired from his previous job with a sightseeing company.

in his confession, weir apologized to his victims, saying: "i don't mean to hurt no body and i am sorry."

the fbi says it sometimes gets the wrong number when it intercepts conversations in terrorism investigations, an admission critics say underscores a need to revise wiretap provisions in the patriot act.

the fbi would not say how often these mistakes happen. and, though any incriminating evidence mistakenly collected is not legally admissible in a criminal case, there is no way of knowing whether it is used to begin an investigation.

parts of the patriot act, including a section on “roving wiretaps,” expire in december. such wiretaps allow the fbi to get permission from a secret federal court to listen in on any phone line or monitor any internet account that a terrorism suspect may be using, whether or not others who are not suspects also regularly use it.

the bureau’s acknowledgment that it makes mistakes in some wiretaps — although not specifically roving wiretaps — came in a recent justice department inspector general’s report on the fbi’s backlog of intercepted but unreviewed foreign-language conversations.

‘technical problems’ blamed

the 38,514 untranslated hours included an undetermined number from what the fbi called “collections of materials from the wrong sources due to technical problems.”

spokesman ed cogswell said that language describes instances in which the tap was placed on a telephone number other than the one authorized by a court.

“that’s mainly an instance in which the telephone company hooked us up to the wrong number or a clerical error here gives us the wrong number,” cogswell said.

he had no estimate of how often that happens but said that when it does the fbi is required to inform the secret court that approved the intercept.

the fbi could not say friday whether people are notified that their conversations were mistakenly intercepted or whether wrongly tapped telephone numbers were deleted from bureau records.

privacy activists said the fbi’s explanation of the mistaken wiretaps was unacceptably vague, and that in an era of cell phones and computers it is easier than ever for the government to access communications from innocent third parties.

“what do you mean you are intercepting the wrong subject? how often does it occur? how long does it go on for?” said james dempsey, executive director of the center for democracy and technology.

digital advances complicate wiretapping

david sobel, general counsel of the electronic privacy information center, said technological advances have made it harder, not easier, to “conduct wiretapping in a surgical way” because digital communications often carry many conversations. “it’s not like the old days when there was one dedicated line between me and you,” sobel said.

the fbi has acknowledged errors in the past. an fbi memo from 2000, made public two years later, described similar problems in the use of warrants issued by a court that operates in secret under the foreign intelligence surveillance act. in 2002, an fbi official said the bureau averaged 10 mistakes a year in such cases.

these warrants are among the most powerful tools in the u.s. anti-terrorism arsenal, permitting secret searches and wiretaps for up to one year without ever notifying the target of the investigation.

the court approved 1,754 such warrants in 2004.

the patriot act, passed 45 days after the sept. 11 attacks, gave the government sweeping powers in terrorism investigations, including allowing the use of roving wiretaps. the authority also applies to espionage and other foreign intelligence cases.

lawmakers want more

the fbi is not supposed to use material it collects either by mistake or from people who happen to use phones that are tapped legitimately, but that requirement doesn’t satisfy some lawmakers.

“they have recorded the information, but they’re saying, ‘trust us, we won’t listen to what we recorded,”’ said rep. bobby scott, d-va. “people ought to be concerned.”

versions of the patriot act renewal that passed the house and senate during the summer both contain the roving wiretap. it would expire in 10 years under the house-passed bill and four years in the senate version. congressional negotiators are expected to hammer out final details of the legislation starting in late october.

the justice department fought congressional efforts to require investigators to determine that the target of surveillance actually was using the tapped phone or computer before they listened in. some lawmakers said such a requirement would reduce the chance that other conversations would be intercepted.

administration officials argued that safeguards in the law already require the government to discard those conversations. “such a restriction would make it harder to use multipoint wiretaps in terrorism and espionage investigations than in drug trafficking and other ordinary criminal investigations,” assistant attorney general william moschella wrote scott.

norristown, pa. (ap) -- a 14-year-old boy accused of plotting a columbine-style attack on a suburban philadelphia high school admitted in court friday that he illegally stockpiled weapons.

dillon cossey, 14, admitted to three crimes - criminal solicitation, risking a catastrophe and possession of an instrument of crime - in montgomery county juvenile court.

cossey, a home-schooled student from plymouth township, was arrested earlier this month. he tried to recruit another boy in the plan, which included chaining shut the doors at plymouth whitemarsh high school, montgomery county district attorney bruce l. castor jr. said friday.

he had amassed a stockpile of weapons, including a 9 mm semiautomatic rifle, about 30 air-powered guns modeled to look like higher-powered weapons, swords, knives, a bomb-making book, videos of the 1999 columbine high school attack in colorado and violence-filled notebooks, authorities said.

the boy will be placed in juvenile custody. the longest he can remain there is until his 21st birthday.

cossey will receive regular evaluations by the judge paul tressler.

"i'm going to make it clear to you and your parents, if you get to the point where you're ready to get home, but they're not worthy of having you, i'll send you somewhere else" such as to a relative or foster home, tressler told cossey.

authorities accused cossey's mother, michele, of helping him build his weapons cache.

michele cossey, 46, is charged with illegally buying her son a .22-caliber handgun, a .22-caliber rifle and a 9 mm semiautomatic rifle with a laser scope.

cossey took the stand during friday's hearing and answered yes and no questions.

cossey admitted to telling a friend that he wanted to stage an attack similar to the 1999 assault on columbine high school in colorado, telling him, "the world would be better off without bullies," according to castor.

authorities do not believe the teen was close to pulling off an attack; he had no ammunition and the teen he approached was the first he had asked for assistance.

kimberley only made her admission after being caught on a hidden camera by belgium tv show de jakhalzen saying the only thing she hadn't been sure of were the stars on her nose.

she had demanded £10,000 compensation to have the stars removed by laser treatment.

mr toumaniantz had insisted that she "got what she wanted" at the tattoo boy studio in courtrai - and only complained when her dad got angry and her boyfriend dumped her.

edward smith, who lives with his current "girlfriend" – a white volkswagen beetle named vanilla, insisted that he was not "sick" and had no desire to change his ways.

"i appreciate beauty and i go a little bit beyond appreciating the beauty of a car only to the point of what i feel is an expression of love," he said.

"maybe i'm a little bit off the wall but when i see movies like herbie and knight rider, where cars become loveable, huggable characters it's just wonderful.

"i'm a romantic. i write poetry about cars, i sing to them and talk to them just like a girlfriend. i know what's in my heart and i have no desire to change."

he added: "i'm not sick and i don't want to hurt anyone, cars are just my preference."

mr smith, 57, first had sex with a car at the age of 15, and claims he has never been attracted to women or men.

but his wandering eye has spread beyond cars to other vehicles. he says that his most intense sexual experience was "making love" to the helicopter from 1980s tv hit airwolf.

as well as vanilla, he regularly spends time with his other vehicles – a 1973 opal gt, named cinnamon, and 1993 ford ranger splash, named ginger.

before vanilla, he had a five-year relationship with victoria, a 1969 vw beetle he bought from a family of jehovah's witnesses.

but he confesses that many of the cars he has had sex with have belonged to strangers or car showrooms.

his last relationship with a woman was 12 years ago - and he could not bring himself to consummate it, although he did have sex with girls in his younger days.

mr smith, from washington state in the us, kept quiet about his secret fetish for years, but agreed to be interviewed as part of a channel five documentary into “mechaphilia”. he is shown meeting other enthusiasts at a rally in california.

talking about how his unusual passion developed, mr smith said: "it's something that grew as a part of me when i was a kid and i could not shake it.

"i just loved cute cars right from the beginning, but over the years it got stronger once i got into my teenage years and was my first having sexual urges.

"when i turned 13 and the famous corvette stingray came about, that car was pure sex and just an incredible machine. i wanted it.

"i didn't fully understand it myself except that i know i'm not hurting anyone and i do not intend to."

he added: "there are moments way out in the middle of nowhere when i see a little car parked and i swear it needs loving.

"there have been certain cars that attracted me and i would wait until night time, creep up to them and just hug and kiss them.

"as far as women go, they never really interested me much. and i'm not gay.”

mr smith is now part of a global community of more than 500 “car lovers” brought together by internet forums.
