manufacturers will have to start complying from october next year.

after a public consultation 15 images, including ones of diseased lungs, have been chosen to accompany text warnings about lung cancer and heart disease.

anti-smoking campaigners welcomed the move but smokers' lobby group forest said they were being "victimised".

health secretary alan johnson told bbc news there was evidence from other countries that the new images would help people quit.

"we do think it will help the number of people, who want to give up to smoking - the vast majority of smokers want to give up - and this will give them an extra push," he said.

the graphic adverts come just over a month before the minimum age for buying tobacco in england and wales increases from 16 to 18, bringing it in line with alcohol.

a cross-party committee investigating the background to the july 7 bombings is expected to recommend a transparent official public warning system for the threat posed by terrorist attacks. it would be similar to the kind that has proved controversial in america. the idea, which is likely to be one of the conclusions in the intelligence and security committee's annual report next month, has caused consternation among the security services. the issue is at the heart of an intense debate involving mi5, the home office, and the committee, in the wake of the attacks on london.

at present, threat levels are determined by the joint terrorism analysis centre (jtac) which handles more than 50,000 items of intelligence every year.

jtac came under the spotlight when leaks revealed that it lowered the terrorist threat level from "severe general" to "substantial" just a month before the july 7 suicide bombings. it then raised the threat level to "critical". it was about to downgrade the threat level again on the morning of the failed attacks of july 21.

confusion about the criteria which determine the terrorist threat levels agreed by jtac assessors is compounded by the existence of a separate "alert" status, critics say. this sets the level of protection that should be given to public and official buildings and transport systems but not to the infrastructure of the uk as a whole. it is set on the advice of mi5 and appears in the entrance halls of public buildings. black is the lowest state of alert and red the highest.

under the jtac system "moderate" is the lowest threat level and "severe specific", which assumes an attack is imminent, the highest. a public official warning system would be unified and is likely to appear on government websites and would be available to the media.

patrick mercer, conservative spokesman on homeland security, believes the threat assessments should be made public. "currently, the threat levels are deeply confusing", he told the guardian. he said he failed to understand why the government did not publish them.

the home office is understood to be grappling with the problem. the security and intelligence agencies are concerned that if the threat levels are published they could be misinterpreted. it would also place them under greater scrutiny. recommending a downgrade in the threat level early last june, jtac said many of its concerns focused on a "wide range and large numbers of extremist networks and individuals in the uk". it did not foresee "home grown" bombers, let alone suicide bombers who attacked london tube trains and a bus on july 7.

security sources have said they are concerned about the "integrity" of the threat assessment system, and the need to avoid the temptation to keep it artificially high. they also say that the system in the us, where threat alerts are regularly announced, could lead to a "crying wolf" syndrome in the uk. other whitehall officials are concerned about how to keep the public alert while avoiding alarm or panic.

critics of the high-profile american terror threat system, first introduced in 2002, say it is useless at best, and, at worst, subject to being manipulated for political ends.

in theory, the colour-coded hierarchy of threats has five levels - low, guarded, elevated, high and severe - but it has never fallen to low or guarded, and never risen to severe. instead, it has been raised from elevated to high, on a nationwide scale, five times, including around the first anniversary of 9/11 and the start of the war in iraq. in new york, it has been at high all along.

one of the most controversial uses of the elevated level came in august 2004, in the thick of the election campaign, immediately after a democratic convention thought to have been a triumph for john kerry. "i am concerned that every time something happens that's not good for president bush, he plays this trump card, which is terrorism," mr kerry's former rival for the democratic nomination howard dean told cnn at the time.

but since the specific criteria for each threat level are kept secret, it is impossible to know when raising it is justified - or, indeed, whether the lack of an actual terrorist strike on each such occasion so far shows that it works, or that it is pointless.

nor is it made clear exactly how ordinary people should respond. "a terrorist alert that instills a vague feeling of dread or panic, without giving people anything to do in response, is ineffective," the security expert bruce schneier has written.

the us homeland security department's published guidance says that during a time of elevated threat citizens should "ensure disaster supply kit is stocked and ready". when the threat is high, they should "exercise caution when travelling ... expect some delays, baggage searches and restrictions at public buildings."

the next time you beat your keyboard in frustration, think of a day when it may be able to sue you for assault. within 50 years we might even find ourselves standing next to the next generation of vacuum cleaners in the voting booth.

far from being extracts from the extreme end of science fiction, the idea that we may one day give sentient machines the kind of rights traditionally reserved for humans is raised in a british government-commissioned report which claims to be an extensive look into the future.

visions of the status of robots around 2056 have emerged from one of 270 forward-looking papers sponsored by sir david king, the uk government’s chief scientist. the paper covering robots’ rights was written by a uk partnership of outsights, the management consultancy, and ipsos mori, the opinion research organisation.

“if we make conscious robots they would want to have rights and they probably should,” said henrik christensen, director of the centre of robotics and intelligent machines at the georgia institute of technology.

the idea will not surprise science fiction aficionados. it was widely explored by dr isaac asimov, one of the foremost science fiction writers of the 20th century. he wrote of a society where robots were fully integrated and essential in day-to-day life.

in his system, the ‘three laws of robotics’ governed machine life. they decreed that robots could not injure humans, must obey orders and protect their own existence – in that order.

robots and machines are now classed as inanimate objects without rights or duties but if artificial intelligence becomes ubiquitous, the report argues, there may be calls for humans’ rights to be extended to them.

it is also logical that such rights are meted out with citizens’ duties, including voting, paying tax and compulsory military service.

mr christensen said: “would it be acceptable to kick a robotic dog even though we shouldn’t kick a normal one?

“there will be people who can’t distinguish that so we need to have ethical rules to make sure we as humans interact with robots in an ethical manner so we do not move our boundaries of what is acceptable.”

the horizon scan report argues that if ‘correctly managed’, this new world of robots’ rights could lead to increased labour output and greater prosperity.

“if granted full rights, states will be obligated to provide full social benefits to them including income support, housing and possibly robo-healthcare to fix the machines over time,” it says.

but it points out that the process has casualties and the first one may be the environment, especially in the areas of energy and waste.

local historians in surrey (south east of england) have confirmed evidence that baseball was played in the uk more than 20 years before american independence.

a diary that documents a game being played in guildford in 1755 has been verified by surrey history centre.

william bray, a surrey diarist and historian from shere, wrote about the game when he was still a teenager.

major league baseball, the governing body of the game in the us, has been informed of the discovery.

julian pooley, surrey history centre manager and william bray expert, said the diary showed the game was a well-established sport in the 18th century and was played by men and women.

tricia st john barry, who owns the diary, dug out the documents last year after watching a report on bbc south today which said the sport began in the 1790s.

ms st john barry remembered the old manuscript, which she had had for many years, and responded to an appeal to viewers for more information on the subject.

william bray lived from 1736 to 1832 and worked as a solicitor, a steward of surrey manors and a surrey historian.

mr pooley said: "he kept lots and lots of diaries that we have in the surrey history centre but last year a new one was discovered in a garden shed and it contains his diary from 1754 to 1755.

"it contains a reference to him playing baseball. what intrigued me is he is playing it with a load of young ladies."

the diary states they had tea after the game on easter monday and also played cricket.

kevin sullivan, the washington post's london bureau correspondent and an avid boston red sox fan, told bbc radio four's today programme: "it's a great american tradition to take things from other places and improve them.

"we've always known that baseball evolved - it wasn't invented like basketball."

there was a later historical reference to the game being played in england in jane austen's northanger abbey, written between 1797 and 1798.

the iconic high street retailer said that the added cost - typically £2 - was "standard industry practice".

the retailer said it found customers "were happy to pay a small premium for the specialist work" needed to make larger sizes.

but the policy has drawn protests with 900 people joining a busts 4 justice protest group on the facebook website.

its founders argue it is unfair that smaller bras are cheaper, because this logic does not apply to other clothes.

beckie williams, 25, from brighton, said she set up the social networking site group after an "unsatisfactory" correspondence with the retailer.

she said m&s replied to her letter claiming the extra material needed lay behind the higher price at the tills.

"that's fair enough", ms williams told bbc radio five live. "but they don't apply the same policy to other clothes that use more material and more resources to make as well.

m&s said it offers "the most comprehensive dd+ collection and one of the most competitively priced on the high street" and offered the same choice of colour, styles and shapes for all customers "no matter what size they take".

it also said the majority of its customers had told it they were happy to pay a small premium for the specialist work on larger size bras.

"our bras are much less expensive than many other specialist larger cup size lingerie retailers, where they could cost around £60 or more," the firm added.

ms williams said that £2 was not a huge sum to pay but that it was still "an unfair tax".

"this is not something that we have chosen," she said.

"and i have been a size 8 all my adult life, but have never benefited from smaller priced pants.

"if you don't charge a size 20 woman more for a pair of trousers, then why should you pay more for an e cup bra?"

most of the those posting comments on the busts 4 justice site are supportive of the women's efforts.
